Generating the necessary critical mass and pressure to achieve and sustain the open city model is the key goal of the Red and Green Area Strategy. This means overcoming and dealing with a whole range of challenges such as persistent unconsolidated development, minimizing further expansion of the urban surface and avoiding Greenfield development. Additionally the goal is also to enhance and differentiate the quality of both the urban and the green fabric throughout Perm Agglomeration.
